Incentive for modernization of public administrations.
SAMA (Sistema de Apoio à Modernização da Administração Pública – Support System for the Modernization of Public Administration) is a system of incentives with the main objective of supporting the modernization and empowerment of the public administration that seek to fulfill the following objectives:
- Improved access to ICT (Information and Communications Technology);
- Strengthening the institutional capacity of public authorities to carry out reforms under the competitiveness programme.
Incentive Fee
- incentive Non-refundable at the 85% rate for the North, Center and Alentejo regions
- Incentive Non-refundable at the 80% rate for the Algarve region
Eligible Projects
- Promoting a network administration
- Cooperation and articulation between network services and ICT services
- Implementation of new integrated models of decentralized service in Public Administration
- Experimentation and dissemination actions for the innovative use of ICT
- Studies and implementation of strategies to rationalize structures and foster synergies between public services
- Development of instruments for the management and assessment of public policies and collective infrastructure and equipment
- Actions to promote and disseminate initiatives that aim to disseminate best practices
- Development and implementation of systems to assess the provision of public services and user satisfaction
- Development or replication of administrative modernization operations
- Implementing reforms in key areas defined by the Government
What are the eligible expenses?
- Acquisition of services from third parties, including technical assistance and consulting, when its need for the operation is unequivocally proven;
- Acquisition of computer equipment expressly for the operation;
- Purchase of software expressly for the operation;
- Acquisition, implementation, and provision of services, infrastructure and communications equipment, including the costs directly attributable to placing them in the location and condition necessary for their operation;
- Acquisition, implementation, and provision of services, infrastructure and equipment for data centers and cloud computing, including the costs directly attributable to placing them in the location and condition necessary for their operation;
- Acquisition of basic equipment, including furniture, signage, communications and equipment related to customer service, provided that it is duly justified as necessary for the implementation of the operation;
- Expenses with the protection of intellectual and industrial property of the results of the operation;
- Expenses with the promotion and dissemination of the operation;
- Expenses with technical personnel of the beneficiary dedicated to the operation's activities;
