Modcom

The Modcom incentive was replaced by ‘Comércio Investe‘, whose primary objectives are based on the modernization of establishments that fall under CAE 47. For more information, contact us or learn more about ‘Comércio Investe‘ here.

Directed to the commerce sector, Modcom aims at the modernization and revitalization of commercial activities, in urban or rural areas, as well as the promotion of actions related to commerce.

Modcom Incentives

For Actions A and B (autonomous and integrated business projects) the financial support provided under MODCOM has a non-refundable nature corresponding to 35% or 40% of eligible expenses, up to a maximum of 35 thousand euros (Action A) or 40 thousand euros (Action B) per project.

For C  Actions (commercial promotion projects), the financial support granted, of a non-refundable nature, corresponding to 60% of eligible expenses, up to a maximum of 60 thousand euros per approved project.

Small-scale, autonomous business projects that aim at increasing business competitiveness and adequately meeting the goals previously defined.

 

The following projects can compete for Modcom:

 

 

  • Project located in the region that gave rise to regional budget allocations;

  • Minimum eligible investment of 10 thousand euros;

  • Execution period of 12 months;

  • Ensure at least 20% of the project’s funding sources through equity;

Integrated business projects, which, through articulated actions, promote common goals that generate an adequate critical dimension, or which, due to their exemplarity, are susceptible to easy multiplication, thus promoting business dynamization and modernization.

The following projects can compete for Modcom:

  • Project located in the region that gave rise to regional budget allocations;

  • Demonstrate that commercial networks or common commercial programs are inserted;

  • Execution period of 12 months;

  • Ensure at least 20% of the project’s funding sources through equity;

Commercial promotion projects for urban centers, through animation, promotion and dissemination actions. This action is exclusively aimed at associative structures in the trade sector (CAE 91110 or equivalent)

The following projects can compete for Modcom:

  • Demonstrate that the project’s funding sources are assured;
  • Maximum execution period of 12 months;
  • Minimum eligible investment of 10 thousand euros;

Applications for this incentive and investment support are carried out in stages, with regional budget allocations and specific access conditions defined by order of the Minister of Economy and Innovation. These applications are submitted to IAPMEI, and in electronic form.
In each MODCOM phase, each promoter can only submit one application per establishment or urban center. The evaluation of candidacies is carried out, for actions A and C, by IAPMEI (with C actions being subject to a specialized opinion by DGE), and in the case of B Actions, by DGE.
